አንዳንዱ የሞተበት ቀን የድል ቀን ተብሎ ይከበርበታል፤ ሕዝብ የመሞቻውን ቀን የሚናፍቁለት ሰውም አለ፡፡ አንዳንዱ እንኳን ተወለደ ሳይባልለት እንኳን ሞተ ይባልለታል፡፡ አንዳንዱ እንዲሞት ይጸለይለታል፤ ሌላው እድሜው እንዲያጥር ይረገማል፡፡ ከዚህ የተለየ ነው ማንዴላ፡፡

ሚሊየኖች እንዳይሞት የሚጸልዩለት፤ ሚሊየኖች እንዲኖር የሚመኙለት፤ ሚሊየኖች ከእድሜያቸው ተቀንሶ ቢሰጠው የሚፈቅዱለት፤ ሚሊየኖች እነርሱ ሞተው ሊያኖሩት የሚሹት፤ ሚሊየኖች በየቀኑ የጤናውን ሁኔታ ከራሳቸው ጤና በላይ የሚከታተሉለት ሰው ነው ማንዴላ፡፡

አፍሪካ አያሌ መሪዎችን በቅርብ ዘመናችን አስተናግዳለች፡፡ አያሌ የነጻነት ታጋዮችን አይታለች፡፡ እንደማንዴላ ታሥረው የታገሉ ነበሩ፡፡ እንደ ማንዴላ ድርጅት አቋቁመው የተዋጉ ነበሩ፤ እንደ ማንዴላ ሕዝባቸውን ለነጻነት ያበቁ ነበሩ፤ እንደ ማንዴላም ከነጻነት በኋላ የመጀመሪያው የሀገሪቱ ፕሬዚዳንት የሆኑም ነበሩ፤ እንደ ማንዴላ ከሀገር ተሰደው የኖሩ ነበሩ፤ ታድያ ማንዴላን ምን ልዩ አደረገው?

ማንዴላ የታገለው ለፍትሐዊነት ነው፡፡ ደጋግሞ ይናገር እንደ ነበረው ‹‹እኛ የታገልነው የነጭ የበላይነትን በጥቁር የበላይነት ለመተካት አይደለም፤ የታገልነው ነጮች፣ ጥቁሮችና ሌሎች በእኩልነት የሚኖሩባትን ደቡብ አፍሪካ ለመመሥረት ነው›› ይል ነበር፡፡ በብዙ የአፍሪካ ሀገሮች ከነጻነት ትግል በኋላ ጭቆና አልቀረም፡፡ ነገር ግን ነጭ ጨቋኞች በጥቁር ጨቋኞች ተተክተዋል፡፡ በነጮች ተይዞ የነበረው የገዥነት ቦታ ለሥልጣን በበቁት ታጋዮች ፓርቲዎችና ጎሳዎች ተተካ፡፡ የነጻነት ተዋጊዎች የፍትሕና እኩልነት አስፋኞች ሳይሆኑ አዳዲሶቹ ገዥ መደቦች ሆነው ብቅ አሉ፡፡ በነጮች ተይዞ የነበረውን ሀብት ነጻ አውጭ ግንባሮችና ፓርቲዎች ወረሱት፡፡ ስለዚህም ሕዝቡ በትግሉ ጨቋኞችን በሌሎች ጨቋኞች ተካቸው እንጂ ፍትሕና እኩልነትን ለማግኘት አልታደለም፡፡

ማንዴላ ይህንን ነበር የተዋጋው፡፡ እንደተመረጠ ብዙዎች የነጮች መሬት ተቀምቶ ለጥቁሮች እንዲሰጥ፣ ነጮች ከሀገሪቱ እንዲባረሩ ይፈልጉ ነበር፡፡ እርሱ ግን አላደረገም፡፡ ‹መሬቱ ፍትሐዊ በሆነ መልኩ እንዲዳረስ እንጂ መሬት አልባ ነጮች የመፍጠር ዕቅድ የለንም› አለ፡፡ ጥቁሮች ይበልጥ ነጻ የሚወጡት የበለጸገች ደቡብ አፍሪካ ስትኖር እንጂ በደኸየች ደቡብ አፍሪካ ውስጥ አይደለም ብሎ አመነ፡፡ ለዚህ ደግሞ የብዙ ዘመን ሀብትና ልምድ ያላቸው ነጮች ወሳኞች መሆናቸውን ተገነዘበ፡፡ ለዚህም ነበር በሌሎች የአፍሪካ ሀገሮች ያየነው ምስቅልቅል በደቡብ አፍሪካ ያልተከሰተው፡፡

ማንዴላ የዕርቅና የፍቅር ሰው ነበር፡፡ በነጮችና በጥቁሮች መካከል ለዘመናት በአፓርታይድ የተፈጠረውን መከፋፈል፣ መጠላላትና መገፋፋት በዕርቅና በይቅር ባይነት እንጂ በመሣሪያና በበቀል ሊጠፋ እንደማይችል የተረዳ መሪ ነው፡፡ አፓርታይድ ሲገረሰስ የይቅርታ ኮሚሽን ተቋቁሞ፣ ነባር የሕዝብ ለሕዝብ ችግሮች በተቻለ መጠን በይቅርታና በዕርቅ እንዲወገዱ ሠርቷል፡፡ በአንዳንድ የአፍሪካ ሀገሮች ከነጻነት በፊት የነበሩ ገዥዎችና አበሮቻቸው ወደ እሥር ቤት ሲወረወሩና ወደ ውጭ ሲሰደዱ፤ በደቡብ አፍሪካ ግን የከፋ ወንጀል ካልፈጸሙና ይቅርታ ለመጠየቅም ከፈቀዱ ችግሩን በዕርቅና በይቅርታ ለመፍታት ተችሏል፡፡ በዚህም ደቡብ አፍሪካን ከአፓርታይድ ብቻ ሳይሆን ሀገርን አፍርሶ ከመሥራት አባዜ ነጻ እንድትወጣ አድርጓታል፡፡

ማንዴላ ለሰዎች ልጆች ሁሉ የቆመ መሪ ነበረ፡፡ ከዊኒ ማንዴላ ጋር ያፋታቸው ዋነኛው ምክንያት ዊኒ ማንዴላ በነጻነት ትግሉ ወቅት ‹ለነጻነት ትግሉ› ሲባል ፈጽመውታል የተባለው ኢ ሰብኣዊ ድርጊት በእርቅና ይቅርታ ኮሚሽኑ መጋለጡ ነበር፡፡ ምንም እንኳን ለነጻነት ትግሉ ሲባል ቢደረግም፣ ምን እንኳን ዊኒ ማንዴላ ቢሆኑም ማንዴላ ግን ሊታገሡት አልቻሉም፡፡ የነጻነት ታጋይ ድርጅቱ ኤ ኤን ሲ በትጥቅ ትግሉ ጊዜ የፈጸማቸው ኢሰብአዊ ድርጊቶች ካሉ ይቅርታ የመጠየቅ ግዴታ አለበት ብለው የሚያምኑት ማንዴላ በዚህ ምክንያት ከዊኒ ጋር ተለያይተዋል፡፡ ከነጻነት በኋላ አያሌ የነጻነት ታጋይ ድርጅቶች በትጥቅ ትግላቸው ወቅት የፈጸሙት ኢሰብአዊ ድርጊት፣ ወንጀልና ግፍ ተሠውሮ እንዲቀር ሲደረግ ማንዴላ ግን ኤ ኤን ሲ ይቅርታ እንዲጠይቅ አድርገዋል፡፡

ማንዴላ ሰላማዊ መንገድን ብቻ ይመርጥ የነበረ መሪ ነበር፡፡ ኔልሰን ማንዴላ ምንም እንኳን የትጥቅ ትግል ሲያካሂድ የነበረውን ኤ ኤን ሲ የመራ ቢሆንም ሰላማዊ የትግል መንገድ ከማንኛውም የትግል መንገድ ሁሉ ቅድሚያ እንዲያገኝ ሲታገል የኖረ ሰው ነው፡፡ ይህ ትግሉ ከአፓርታይድ መሪዎች ጋር ብቻ ሳይሆን በኤ ኤን ሲ ውስጥ ከነበሩ ሌሎች አመራሮች ጋርም ጭምር ነበር፡፡ የጠመንጃ ትግል ለሰላማዊ ትግል፣ ለድርድርና ለውይይት የተዘጋውን በር ማስከፈቻ እንጂ ሰላማዊ መንግሥት የመመሥረቻ መንገድ አይደለም ብሎ ያምን ነበር፡፡ በአፓርታይድ የመጨረሻዎቹ ዘመናት እነ ፒተር ቦታ ከኤ ኤን ሲ መሪዎች ጋር ለመደራደር ያቀረቡትን ጥያቄ አንዳንድ የድርጅቱ አመራሮች አልቀበል ሲሉ ‹እኔ ብቻዬንም ቢሆን እደራደራለሁ› እስከ ማለት አቋም ወስዶ  ነበር፡፡ ከአፓርታይድ ጋር የሚደረገው ትግል በጠመንጃ አሸናፊነት ሳይሆን በሃሳብ አሸናፊነት መጠናቀቅ አለበት የሚል አቋም ነበረው፡፡ 

በደቡብ አፍሪካ ሁሉንም ያሳተፈ የመጀመሪያ ምርጫ በተደረገ ጊዜ የአፍሪካ ብሔራዊ ኮንግረስ ሕገ መንግሥቱን ብቻውን ለማጽደቅ የሚያስችለውን ድምጽ አላገኘም ነበር፡፡ ይሄንን አጋጣሚ ማንዴላ በደስታ ነበር የገለጠው ‹‹ሁሉንም ሕዝብ የሚመራ ሕገ መንግሥት ብቻችንን ማጽደቅ የለብንም፤ ይህ አጋጣሚ መልካም ነው፤ ከሌሎቹ ጋር ተማክረን፣ ተደራድረንና ተስማምተን እንድናጸድቅ ያደርገናል› ብሎ ነበር፡፡

ማንዴላ ሥልጣን መያዝን ብቻ ሳይሆን መልቀቅንም ያስተማረ ሰው ነው፡፡ ማንዴላ ደቡብ አፍሪካን ለአንድ ዙር ብቻ ነው የመራው፡፡ በቀጣዩ ምርጫ ብቻ ሳይሆን ለብዙ ዘመናት በሚደረጉ ምርጫዎችም የማሸነፍ ዕድል ነበረው፡፡ ነገር ግን በቃኝ አለ፡፡ እየተወደደ፤ እየተመሰገነና እየተከበረ በቃኝ አለ፡፡ በደቡብ አፍሪካውያን ብቻ ሳይሆን በመላው አፍሪካ ብሎም በመላው ዓለም ‹አይከን› የመሆንን ጸጋ ተጎናጸፈ፡፡ የነጻነት፣ የጽናትና የትዕግሥት፣ የሰላምና የዕርቅ፣ የይቅር ባይነትና ከጥላቻ ውጭ የሆነ ፖለቲካ ‹አየከን› ሆነ ማንዴላ፡፡ በመላው ዓለም ሕዝብ ልብ ውስጥ ማንም ሊነቅለው የማይችል ዛፍ፣ ማንም ሊያፈርሰው የማይችል ሐውልት ሆነ ማንዴላ፡፡

ለዚህ ይመስለኛል ማንዴላን ዓለም በሙሉ የሳሳለት፤ ለጤናውም ሆነ ለእድሜው የጸለየለት፤ የተጨነቀለትና ልቡን ከልቡ ጋር ያስተባበረለት፡፡ እንደ እርሱ ዓይነት ሰዎች እንደ ሄሊኮሜት በዘመናት አንድ ጊዜ ብቅ የሚሉ ናቸው፡፡ ተወደው ሥልጣን ላይ የሚቀመጡ፣ ተወደውም ከሥልጣን የሚወርዱ፤ ተወደውም ያለ ሥልጣን የሚኖሩ፡፡ እንደ ማንዴላ ዓይነት ሰው እንኳን ሌላው የአፍሪካ ሀገር ራሱ ኤ ኤን ሲም ዳግም ሊያገኝ አልቻለም፡፡ መከፋፈል ዕጣ ፈንታ የሆነውም በዚህ ምክንያት ነው፡፡

መሪነትና ባለ ሥልጣንነት ምን ያህል እንደሚለያዩ ማንዴላ አንድ ማሳያ ናቸው፡፡ ማንዴላ ባለ ሥልጣን አልነበሩም፤ መሪ እንጂ፡፡ ባለ ሥልጣን በሰው ገንዘብ ውስጥ እንጂ በሰው ልብ ውስጥ ቦታ የለውም፡፡ ባለ ሥልጣን ይፈራል እንጂ አይከበርም፤ ባለ ሥልጣን ቢሮ አለው እንጂ ሀገር የለውም፤ ባለ ሥልጣን የሚላላኩት ሠራተኞች እንጂ የሚጸልዩለት ወገኖች የሉትም፡፡ ባለ ሥልጣን የሚያዘው ሰው እንጂ የሚያፈቅረው ሰው አያገኝም፤ ባለ ሥልጣን ፊርማውን የሚፈልግ እንጂ እድሜውን የሚፈልግ የለም፤ ባለ ሥልጣን ብዙ ገንዘብ እንጂ ብዙ ልቦች አያገኝም፤ ባለ ሥልጣን ከሥልጣን ወዲህ እንጂ ከሞት ወዲያ ተዝካር የለውም፡፡ 

ማንዴላ ከሞት በኋላም ይኖራል፡፡ በብዙ ልቦች ውስጥ ይኖራል፡፡ መቃብር እርሱን ሊያስረሳ አይቻለውም፡፡ እርሱ ከመቃብር በላይ የሆነ ተግባር አለውና፡፡ ማንዴላ የአንድ ሀገር መሆኑ ቀርቶ የዓለም ሆኗል፡፡ መሬት ላይ የሚቆም ሐውልት አያስፈልገውም፤ እርሱ በሕዝቦች ልብ ውስጥ የማይፈርስ ሐውልት በሕይወት እያለ ሠርቷልና፡፡ ብዙ ባለ ሥልጣናት በሕይወት እያሉ በሰው ልብ ውስጥ ሐውልት መሥራት ስለማይችሉ፣ ከሞቱ በኋላ የድንጋይ ሐውልት ይሠራላቸዋል፡፡ ነገር ግን ሐውልታቸው መልእክት አልባ ሐውልት ይሆናል፡፡ እንደ ማንዴላ ያሉ መሪዎች በመሬት ላይ ሐውልት ሲተከልላቸው ደረቅ ሐውልት አይሆንም፤ መልእክት ያለው ሐውልት እንጂ፡፡

ማንዴላ አይሞትም፤ ጀግና አይሞትምና፤ የማንዴላ አይረሳም፤ ሕዝብ ልብ ውስጥ የገባ ሰው አይረሳምና፤ ማንዴላ አያልፍም፣ በጎ ሥራ አያልፍምና፡፡

እግር ኳስ ፌዴሬሽን ከሁለት ወር በኋላ እንዲበተን ተወሰነ!!

“በአንደኛ ደረጃ ጥፋተኛነቴ ባይዋጥልኝም ከኔ ክብር ያገር ክብር ይበልጣል” አቶ ብርሀኑ ከበደ

“ራሳችን ላይ ሌላ ችግር አናምጣ ሁለት ወር ነገ ነው” ተሳታፊ

“ከዚሁ ልንገራችሁ እንለቃለን…. ለአዲሱ ትውልድ እናመቻቻለን”  አቶ ሳህሉ ገ/ወልድ 

“ከካፍና ከፊፋ የሚላክ የስብሰባ ደብዳቤ ትረሳለችሁ?”

የኢትዮጵያጵያ እግር ኳስ ፌዴሬሽን ባካሄደው አስቸኳይ ጉባኤ የፌዴሬሽኑ አመራሮች ከሁለት ወር በሁዋላ መስከረም ወር ላይ በሚካሄድ ጠቅላላ ጉባኤ ከሃላፊነታቸው እንዲነሱ ተወሰነ። በጉባኤው መጨረሻ ላይ ፕሬዙዳንቱ አቶ ሳህሉ ገ/ወልድ ” ከወዲሁ ልንገራችሁ ሁላችንም እንለቃለን፣ለአዲሱ ትውልድ እናመቻቻለን” በማለት ውሳኔውን እንደሚያከብሩ አስታውቀዋል። ስራ አስፈጻሚዎቹ የሰሩት ጥፋት ክፍተኛ በመሆኑ “ከሃላፊነታቸው ይነሱ” በሚሉና  ” ይቆዩ” በሚሉት መካከል ክርክር የተካሄደና ክርክሩም የጋለ እንደነበር ኢቲቪ ዘግቧል።

በጉባኤው ላይ አስተያየት የሰጡት የኢትዮጵያ ቡና እግር ኳስ ክለብ ፕሬዚዳንት ” ዛሬ ይህ ጠቅላላ ጉባኤ የተጠራው እናንተ እንድትቆዩ ማህተም እንዲሰጣችሁ አስባችሁ ከሆነ ተሳስታችሁዋል። እኔ ኢትዮጵያ ቡናን ወክዬ እንዲህ ያለ ፈቃድ አልሰጥም” በማለት ህዝባዊነታቸውን አረጋግጠዋል። ሌላ ተሳታፊ ጉባኤተኛ ”ከካፍና ከፊፋ የስብሰባ ደብዳቤ ፋክስ ሲደረግላችሁ ትረሱታላችሁ?” ሲሉ ለስብሰባና ለአበል የሚደረገውን ፍትጊያ በንጽጽር በማቅረብ ስራ አስፈጻሚዎቹን ወርፈዋቸዋል።

የብሔራዊ ቡድን መሪና የፌዴሬሽኑ ምክትል ፕሬዚዳንት አቶ ብርሃኑ ከበደ ”በአንደኛ ደራጃ ጥፋተኛነቴ ባይዋጥልኝም የኔ ክብር ካገር አይበልጥም” በማለት ራሳቸውን ከፌዴሬሽኑ ማግለላቸውን ተናግረዋል። እሳቸው አማተር አገልጋይ ሆነው የመጀመሪያው የጥፋተኛነት ጽዋ መቅመሳቸውን ለቤቱ ፍርድ እንደሚተውት አስታውቀዋል።

አስቀድመው አገርና ህዝብን አሁን ደግሞ ጠቅላላ ጉባኤውን ”ጥፋተኛ ነን፣ ትፋተኛነቱን ሙሉ በሙሉ እንወስዳለን” በማለት ይቅርታ የጠየቁት አቶ ሳህሉ ”ከወዲሁ ልንገራችሁ በመስከረም በሚካሄደው ጉባኤ እንለቃለን” ሲሉ ፌዴሬሽኑ ባዲስ አመራር እንደሚተካ ይፋ አድርገዋል። አቶ ብርሃኑ ያቀረቡት መልቀቂያ በ82 ድምጽ፣ በ 2 ተቃውሞና በ3 ድምጸ ተአቅቦ ውድቅ ተደርጓል።

ዶ/ር አሸብር ወ/ጊዮርጊስና  አቶ አብነት ገ/መስቀል በገጠሙት ጸብ የተነሳ ታምሶና አገር እስከማስቀጣት ደርሶ የነበረው ፌዴሬሽኑ ውዝግብ ክፍተኛ ገንዘብ ፈሶበት ”ተረጭቶ” በአቶ አብነት አሸናፊነት ከተጠናቀቀ በሁዋላ ፌዴሬሽኑን ወደፊት ያራምዱታል፣ የህዝብ አመኔታና ሙያዊ ብቃት አላቸው የሚባሉ ሰዎች እንዳይመረጡ አሁንም በገንዘብ በተሰራ ስራ ፌዴሬሽኑ ከችግር እንደማይወጣ በተደጋጋሚ ሲነገር ነበር። ይሁንና መንግስትም ባለድርሻ አካልትም መስማት ባለመቻላቸው ፌዴሬሽኑ የግለሰብ መፈንጫና ዐሽከር የሆነ ተቋም እንዲሆን ተደርጎ ነበር።

መንግስት አሁን በድጋሚ የሚደረገውን ምርጫ ጥንቃቄ ሊወስድ እንደሚገባው የሚታመነው ካለፈው  ተሞክሮ ነው። ለዚህም ይመስላል የስፖርት ኮሚሽነሩ አቶ አብዲሳ ያደታ ”ታላቅ ትምህርት እንወስድበታለን” ሲሉ የተሰሙት። ከዚህ መንፈስ ተነስተው ዳግም ስህተት አይፈጠርም ካሉ፣ ስፖርቱን ከኮታና በብሔር ተዋጽኦ ላይ እንዲንጠለጠል ማድረግ ከጥቅሙ ጉዳቱ ማመዘኑ በተደጋጋሚ የታየ በመሆኑ፣ ገንዘብ አለን የሚሉ ”ከአገር ተበድረው ለገስን በሚሉት የእዳ ብር” የሚፈጽሙት ለነሱ ” የዝና” ለህዝብና ለባለድርሳዎች ”ውርደት” የሆነ አሰራር እንዳይደገም   ከወዲሁ ጥንቃቄ መደረግ ይኖርበታል። የስፖርት ዘርፍ ጋዜጠኞችም ከይሉኝታ በዘለለ ለመስከረሙ ምርጫ አስፈላጊውን አቅጣጫ የማሳየትና ስፖርቱን ሊያሳድጉ የሚችሉ ዜጎችን በማመላከት፣ የቀድሞውን ስህተት በማሳየት ገንቢ ተግባር መጫወት አለባቸው። እነ አጅሬን አሁንም ጠንቀቅ!!

Uganda to Build Biggest Power Dam on Nile River

 Government has decided to award the EPC contract of the construction of the 600MW Karuma Hydropower Plant (HPP) and associated transmission Lines (Karuma Interconnection Project) to Sinohydro Corporation.

The agreement was signed on Thursday by Energy Minister, Irene Muloni and chairman Sinohydro, Mr Zhand Yunli.

Government said in a press statement today that this is a “milestone agreement for cooperation between Uganda and China.”

Sinohydro Corporation is the world’s largest contractor of hydroelectric projects participating in 50 percent of all the current large-scale hydropower projects globally today.

The company is 100 percent owned by the government of China and is recognised by the Ministry of Commerce in China as the country’s leading hydropower contractor and one of its leaders in overseas contracting as part of the government of China’s “Going Global’ strategy.Nile river flow map - Uganda to Egypt

It has an annual turnover of US$20 billion and boasts 130,000 direct employees participating in 380 ongoing projects in 68 countries around the word at present.

The development marks the end of wrangling among rival companies and jostling in corridors of power over the contract for the dam’s construction.

The Inspector General of Government (IGG) had blocked the Energy Ministry’s move to award the contract to China International Water and Electric Corporation (CWE), citing the firm’s falsification of information during the bidding process.

The dam is expected to cost US$1.6 billion. That figure includes the cost needed to build a transmission line from Karuma to a location where the power will be integrated into the national power grid.

The Power Station will be located at Karuma, on the Victoria Nile, at the present location of the Karuma Falls, adjacent to the location where the Masindi-Gulu Highway, crosses the river Nile.

The decision to award the contract was reached during a meeting with President Yoweri Museveni “after deliberating on presentations made by several Chinese companies, including China Three Gorges Corporation (which is the parent company of China International water and Electric) and China Gezhouba.”

It added the presentations were largely allowed as the Ministry had formally informed all the bidders in writing that the tender process had been cancelled.

In addition to the formal cancellation of the tender process by the Ministry of Energy, at the BRICS Summit Meeting in Durban, President Museveni and his Chinese counterpart Xi Jinping agreed that China and Uganda would purse bilateral cooperation on the Karuma Dam Project.

Government said the selection of the dam “ensures that Karuma Project commences generation of power as soon as possible and the generation and transmission of this power results in a successful conclusion of this very important project for the economic and social development of Uganda which will be done by Sinohydro at price levels compatible with the government budgetary estimates which are at the level of US$1.65 billion for both the power plant and the transmission lines.”

Sinohydro has promised to commence work on site at Karuma within two weeks “thereby ensuring that the delivering of power consequently commences at the earliest possible date and without any further delays.”

FIFA cagey on soft points South Africa's hopes of gaining three soft points from their match against Ethiopia have been dashed after FIFA revealed that a player cannot be punished twice for the same offense. 

South African media was abuzz with reports that Minhyahil Teshome Beyene who played while suspended for the Zebras game, should have also sat out their weekend clash against Ethiopia. South Africa argues Beyene had not served his suspension and therefore was still ineligible for their clash. If FIFA, as expected, docks three points from Ethiopia and award them to Botswana, there is no way Beyene will be punished again for featuring against Bafana, according to the FIFA Disciplinary Code. But FIFA, responding to a question to Mmegi Sport, said a match suspension is regarded as no longer pending in such a case. 

"Regarding your question, please refer to the FIFA Disciplinary Code which stipulates that a match suspension is regarded as no longer pending in such a case," FIFA said yesterday. Mmegi Sport had sought to establish if a player can be punished twice for an offense committed during the Zebras match. However, Article 19, paragraph 5 of the FIFA Disciplinary Code, states that: "A match suspension is regarded as no longer pending if a match is retroactively forfeited because a player took part in a match despite being ineligible (art. 55).

This also applies to the match suspension imposed on the player who took part in the match despite being ineligible." FIFA look set to dismiss South Africa's appeal, but are still expected to award three points to the Zebras after Ethiopia admitted to wrongfully using Beyene.Beyene had received two successive yellow cards against South Africa and Zebras (away) and was supposed to sit out the reverse fixture in Lobatse.

The FIFA sanction will leave Ethiopia at 10 points, meaning the Zebras have a chance of progressing to the third round of the 2014 World Cup. A 1-0 win for the Zebras in their last match away to South Africa, coupled with a loss, by any score line for Ethiopia, will send Botswana through to the next round. However, the ball is still firmly in Ethiopia's court as a win over a fading Central Africa Republic (CAR) will eliminate both the Zebras and Bafana from the race.

Meanwhile, FIFA is cagey on soft points in World Cup qualifiers. The FIFA play rules and regulations are silent on forfeited points, referred to as 'soft points'.  Actually teams that finish par on points are separated based on the highest number of goals scored in all group matches. Then it goes down to the greatest number of points between or among the concerned sides and then the highest number of points between or among the teams.  "At this stage we cannot speculate on what will happen regarding the final ranking of teams and therefore comment further," FIFA responded to Mmegi Sport.

SOUTH Africa could get a further boost in their seemingly doomed bid to qualify for the World Cup in Brazil next year with Ethiopia potentially set to lose the points from their win over Bafana Bafana on Sunday as well. 

Fifa is already investigating the eligibility of midfielder Minyahile Beyene for the 2-1 victory in Botswana on June 8. The player should have been suspended for the fixture, having picked up two yellow cards in the qualification campaign, according to official match reports seen by Times Media.

With plenty of precedence in this regard, it would seem highly likely that Ethiopia's error in fielding him will cost them the points from the match against The Zebras. But Times Media has been told that also having fielded the same player against South Africa in the 2-1 win on Sunday, and with him having yet to officially serve his one-match suspension, the East African side should lose those three points as well.

Former NSL referee Colin Knott, a leading whistleman in the 1980s, certainly believes this to be the case and says that if Fifa does not take action themselves, Safa should launch a complaint.
"It is clear that by fielding the player [Beyene], Ethiopia are still in violation of the rules, as he has not yet served his suspension. On that basis, the points from the game should go to South Africa," Knott said.

A look through the Fifa regulations does not make mention of the above scenario and gives no guidelines on what action to take.
Contacted by Times Media, Fifa would not comment on the matter while it is still under review, referring us back to the organisation's Disciplinary Code documents, which provide no clarity.
PSL general manager Derek Blanckensee told Times Media that had the situation played out in the domestic league, the matter would have gone to a Disciplinary Committee hearing, where a ruling would have been made.

But he added that there was also no hard and fast guideline in the PSL statutes either relating to this particular matter and that each case would be dealt with on its merits by the DC. If Ethiopia lose the six points gained in their matches against Botswana and South Africa, it would be a game changer in the pool. It would place Bafana Bafana at the top of the pool, a point ahead of Ethiopia in the group, meaning a win in their final qualifier against Botswana in September would seal passage to the next stage.

As things stand South Africa are out of contention, but with Ethiopia almost certain to lose the Botswana points, Gordon Igesund's team may have a lifeline. In that scenario they trail Ethiopia by two points, meaning they need to beat Botswana and hope the Ethiopians get no more than a point away to Central African Republic in their final qualifier.
